Rates and Charges
The Ontario Energy Board (OEB), at the request of the Minister of Energy, developed an electricity price plan known as the Regulated Price Plan (RPP). The RPP is designed to ensure that the price consumers pay for electricity better reflects the price paid to electricity generators. RPP applies to residential consumers, small businesses and other designated consumers such as municipalities, schools, universities and hospitals. It does not, however, apply to large commercial customers using more than 250,000 kWh per year.
Large volume commercial or industrial consumers will continue to pay the Hourly Ontario Energy Price (HOEP) or spot market price delivered through Standard Supply Service. The OEB has developed a series of fact sheets to help residential consumers, small businesses and others who are considered low volume users of electricity learn more about the province’s electricity sector and their options for buying electricity.

Ontario Electricity Rebate (OER)
Starting November 1, 2025, the OER will provide eligible consumers with an 23.5% rebate from the province on the subtotal of their electricity bill.
Consumers that are currently receiving the OER under the grandfathering regulatory provisions will continue to receive the rebate until October 31, 2022. When the OER was introduced, a grandfathering period was also put in place for consumers that were previously receiving the 8% rebate as of October 22, 2019, if they met prescribed requirements to provide notice to their electricity vendor before February 1, 2021. The grandfathering period was scheduled to end on April 30, 2021.
Industrial Conservation Initiative (ICI) – Class A Customers
Guidance was provided by the Ontario Energy Board (OEB) to Local Distribution Companies (LDCs) for the Industrial Conservation Initiative (ICI) adjustment period beginning July 1, 2021. The guidance document clarifies that although an existing Class A customer’s peak demand factor (PDF) for that adjustment period is determined based on the May 1, 2019-April 30, 2020 base period, the customer’s eligibility for Class A is determined based on the May 1, 2020-April 30, 2021 base period.
Existing Class A customers must meet all eligibility requirements before carrying forward their PDF. New ICI participants are not affected by this clarification since their eligibility and PDF will need to be calculated based on their consumption during the May 1, 2020-April 30, 2021 base period. LDCs will have the opportunity to provide their updated Class A information on the Coincident Peak submission form from June 15-30.

Delivery Charges
Delivery Charges includes those charges previously known as Customer Fixed Monthly Service Charge, Distribution Charge, Transmission Connection Service Charge and Network Service Charge and includes the Loss Factor Adjustment. These are the costs for delivering electricity from generating stations across the province to Westario Power then to your home or business. This includes the costs to build and maintain the transmission and distribution lines, towers and poles and operate provincial and local electricity system.
Security Deposit Requirements
The Distribution System Code, Section 2.4.9 provides Local Distribution Companies (LDC) the right to require a security deposit from all homeowners/tenants/commercial entities. A distributor may use any risk mitigation options available to manage customer non-payment risk. A distributor shall not discriminate among customers with similar risk profiles or risk related factors except where expressly permitted under the Distribution System
Code.
Tariff of Rates and Charges
The application of these rates and charges shall be in accordance with the Licence of the Distributor and any Code or Order of the Ontario Energy Board, and amendments thereto as approved by the Ontario Energy Board, which may be applicable to the administration of this schedule. No charges to meet the costs of any work or service done or furnished for the purpose of the distribution of electricity shall be made except as permitted by this schedule, unless required by the Distributor’s Licence or a Code or Order of the Ontario Energy Board, and amendments thereto as approved by the Ontario Energy Board, or as specified herein. It should be noted that this schedule does not list any charges, assessments, or credits that are required by law to be invoiced by a distributor and that are not subject to Ontario Energy Board approval, such as the Debt Retirement Charge, the Global Adjustment and the HST.
